The practice of using lawsuits and protests to obstruct the development of green energy projects on public lands. Coined by Colorado energy analyst Randy Udall. Example: Activists rallied to defeat planned wind turbine operations in Skamania and Wasco counties near the Columbia River Gorge by raising concerns about wildlife endangerment and destruction of the scenic value of the Gorge.
